Session Abstracts and BiographiesWelcome & IntroductionsAbstract An introduction of the Patent Information Users Group (PIUG), also known as "The International Society for Patent Information Professionals" will be presented, including its core mission, a brief history, its functional committees and conference activities, and benefits of PIUG membership.Cynthia S. Barcelon Yang Cynthia S. Barcelon Yang is Director of the Scientific Information & Patent Analysis Group within the Intellectual Property/Law Dept. at Bristol-Myers Squibb (BMS) in Princeton, New Jersey, USA. She leads the team in providing value-add analysis of the scientific and patent literature, including text mining/data visualization capabilities, across R&D, IP/Law Dept, and Business Development. She has over 25 years of experience in the scientific and patent information field, with previous eight years as a medicinal bench chemist. Educated in the Philippines with B.S. Chemistry honors (magna cum laude), she obtained her M.S. degree in Physical-Organic Chemistry from Marquette University, Milwaukee, WI, USA and a M.S. degree in Information and Library Science from Drexel University, Philadelphia, PA, USA. She also obtained a Certificate in Competitive Intelligence from University of Pennsylvania Wharton Business School. In addition to active PIUG involvement as current Co-Chair of PIUG Partnerships and Patent Offices Committee, past PIUG Chair (2009-2010), Immediate Past Chair (2011-2012) and Director-at-Large (2012-2016), Cynthia is also on the Editorial Board of the Pharmaceutical Patent Analyst (PPA) journal, a Member of the Scientific Technical Network (STN) Advisory Council and the Bristol-Myers Squibb delegate to the Patent Documentation Group (PDG). She is author/co-author of 16 peer-reviewed scientific publications, book chapters and co-inventor of 2 pharmaceutical patents. Cynthia has been an invited speaker in past events organized by the US Patent & Trademarks Office (USPTO) and World Intellectual Property Office (WIPO). Utilizing Chemical Patent Searching Techniques to Enhance Business Decision MakingAbstract The power of structure searching provides the definitive set of chemical patent results that help shape informed business decisions. Learn about resources and techniques to facilitate finding relevant chemical /pharmaceutical patent prior art that may provide insights into business development. A case study will examine steps for obtaining substances of interest, focusing these results using full-text and patent classification, and refinement techniques to identify ownership of intellectual property or potential market areas for product expansion.John Zabilski John Zabilski is the chairman of the Patent Information Users Group (PIUG) Education and Training Committee. PIUG has provided public training sessions on Patent Searching and Freedom to Operate Fundamentals for several years. The training committee has also assisted the World Intellectual Property Organization (WIPO) by developing course materials and presenting at Technology and Innovation Support Centers for several developing country patent offices. John Zabilski is currently a Senior Application Specialist with Chemical Abstracts Service (CAS). John's primary responsibility is customer training and he has provided training and patent search consultation at many chemical and pharmaceutical companies including Dow, Pfizer, Abbott, Merck, Eastman, 3M, PPG, BP, and Monsanto. He has presented on searching patent information at the PIUG, ACS, SLA, AALL, and International Online meetings. John has also provided training at the US, Canadian, Mexican, Singapore, Malaysian, and Korean patent offices. John is a registered US Patent Agent (No. 59,626). John has been employed by CAS for >35 years where he has held positions in editorial (organometallics), the Customer Help Desk, new product development, marketing and the STN search service. John holds a Bachelor in Chemistry from Cornell University, did graduate work in chemistry at Texas A&M, and received a MBA from Ohio State University. PATENTSCOPE New Features - Chemical Compound Search and Neural Machine TranslationAbstract PATENTSCOPE is a free patent search engine developed by WIPO. With a mature and diverse coverage and unique search functions, it can now be used as a complimentary tool to professional patent search tools to ensure that no stone is left unturned during a patent search. This presentation will focus on the latest developments about chemical compound search and neural machine translation. Christophe Mazenc Mr. Mazenc currently holds the position of Director, Global Databases Division, Global Infrastructure Sector at the World Intellectual Property Organization (WIPO). He is responsible for the development and operations of several WIPO's public internet applications: PATENTSCOPE, Global Brand Database, Design Database as well as of WIPO*Translate. Mr. Mazenc holds a PhD in Computer Arithmetic obtained at the Ecole Normale Supérieure de Lyon (France) and has been working for WIPO for the last 18 years. Bio-Code Communication: Best Practice on Sequence Search Platforms and ReportingAbstract Biotechnology and sequence searches play an important role in pharmaceutical and biotech companies. Communication between patent searchers and attorneys is crucial to help legal conclusion for patentability, FTO and due diligent decisions. Examples of best practices on platform choices and reporting options for special interested sequences (fused peptides, uncommon residues, and special side-chain modification) are discussed.Yugong Cheng Biography Yugong Cheng is currently a patent research consultant at the Eli Lilly Company/Elanco Animal Health in Indianapolis, IN, focusing on patent searches and analysis for biotech and biomedicine. Prior to joining Lilly in 2007, he was a computational biologist at Molecular Kinetics and a research associate at Indiana University Purdue University at Indianapolis. He has a PhD in Biochemistry and a MS in Computer Science from University Vermont, Burlington, VT, and a BS in Chemistry from Beijing University, Beijing, China. Synthetic Biology Patent Search and AnalysisAbstract Synthetic biology is capable of providing researchers with new tools to modifying organisms, and contributing new solutions to key challenges spanning the crucial range from agricultural and industrial biotechnology to medical biotechnology. While much of the patent analysis on synthetic biology to date has focused on different topics associated with synthetic biology, the focus here is to try to establish a systematic strategy for searching and screening synthetic biology. Based on the interpretation of synthetic biology patent samples, we create a competency framework for the generic classifications that are common to inventors across all synthetic biology specialties and are essential to synthetic biology patents. Furthermore, we map the overall field of synthetic biology patents using proprietary analytical tools and secondary research methods, and thus provide a technical analysis of the patent landscape and current developments across the world. Daming Chen Daming Chen, Associate researcher, deputy director of Shanghai Innovation Evaluating and Consulting Center for Science and Technology. His research interests include identifying the component technologies underlying market trends with new patent landscaping methods, organizing and presenting strategic information in the development of high-tech industry programs. EPO Patent Information Resources for Medical TechnologiesAbstract The EPO provides patent information products and data for free, to enable end users to search, find and retrieve patent documents for themselves. The EPO products also allow online machine translation, export, monitoring and alerting functions. Additional data such as family information, citations, legal status and filewrapper content enhance the EPO's patent information product portfolio. In the age of the 4th industrial revolution, technology is revolutionising health care. The highest patent filings at the European Patent Office are currently in the field of technology applied to medicine. Against this dynamic background, the capabilities of the EPO's patent information products will be illustrated with examples from the fields of biomedical imaging, personalised medicine, and medical devices. Nigel S. Clarke Biography Nigel Clarke is the Manager of the European Patent Office Patent Information Research function. He joined the EPO as patent examiner and subsequently became IT manager. Nigel later worked in international cooperation. Until recently he was Department Head responsible for Espacenet and the European Patent Register. He has authored book chapters and papers on patents, patent information, and innovation, and has lectured widely. Nigel studied physical chemistry at Exeter University and holds a PhD in neutron science. He carried out post-doctoral research on carbon fibres at Surrey University. Leaving academia, Nigel started work in the UK Civil Service, mainly on focused energy beams for microanalysis. He published numerous scientific papers. He holds Memberships of the Royal Society of Chemistry, Institute of Physics and is a Chartered Scientist, UK Science Council. He has visiting academic positions at a number of UK universities. Nigel serves on the Editorial Board of World Patent Information. |
